В книге Лайонела Роббинса «Эссе о природе и значении экономической науки» [Лайонел Роббинс (1898–1984) — английский экономист определяет экономикс как «науку, которая изучает поведение человека с точки зрения отношений между его целями и ограниченными средствами, допускающими альтернативное использование».
Она представляет собой науку о рациональном выборе, то есть о выборе, сделанном на основе целенаправленного систематического расчета максимально возможных результатов при условии использования неизбежно скудных средств. Предметом расчета бывает все что угодно: брак, рождение детей, преступления или наркомания (как однажды написал Гэри Беккер, известный чикагский экономист и обладатель Нобелевской премии по экономике 1992 года), — а не только «экономические» вопросы, которыми неэкономисты могут считать рабочие места, деньги или международную торговлю. Назвав свою книгу The Economic Approach to Human Behaviour («Экономический подход к человеческому поведению»), опубликованную в 1976 году, Беккер тем самым без лишней шумихи объявил, что экономика действительно касается всего.
Далее автор отмечает:
«Действительно ли экономическая теория — это наука об экономической деятельности?
Очевидное альтернативное определение экономики, о котором я уже упоминал, — это то, что это наука об экономической деятельности. Но что такое экономическая деятельность?
Экономическая деятельность связана с деньгами, но так ли это?«
На сегодняшний день не оформлены теоретико-методологические обоснования, позволяющие разграничить уровни прав человека и обосновать положение: «БЕЗОПАСНОСТЬ ЧЕЛОВЕКА, ПРАВА ЧЕЛОВЕКА НЕ ДОЛЖНЫ БЫТЬ БАРЬЕРОМ ДЛЯ РЕШЕНИЯ ПРОБЛЕМ НАЦИОНАЛЬНОЙ БЕЗОПАСНОСТИ И БЕЗОПАСНОСТИ ВСЕГО ЧЕЛОВЕЧЕСТВА«.
